The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit with Combat “V” to Lieutenant Commander Joseph Warford Williams, Jr. (NSN: 0-72337), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer of the U.S.S. SPEARFISH (SS-190) during the NINTH War Patrol of that Submarine in enemy controlled waters. During the period 17 November 1943 to 13 December 1943, the SPEARFISH was engaged in photographic reconnaissance in the Marshall Islands Area. Although forced to dive on numerous occasions to avoid aerial depth bombing he maintained his vessel in proximity to the atolls as depth would allow, which resulted in the skillful and successful accomplishment of his mission in a most efficient manner. His conduct throughout was an inspiration to his officers and men, and was in keeping with the highest traditions of the United States Naval Service.
