    The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant James Seth Stewart (NSN: 0-97988), United States Naval Reserve, for extraordinary heroism in operations against the enemy while serving as Pilot of a carrier-based Navy Fighter Plane in Fighting Squadron THIRTY-ONE (VF-31), attached to the U.S.S. CABOT (CVL-28), in action on 13 September 1944, while deployed over the Philippines. On that date, Lieutenant Stewart participated in a pre-dawn take-off and strike against the enemy. In the face of a superior number of enemy planes and a sizeable amount of anti-aircraft fire he courageously led his division in an attack against the enemy planes at extremely low altitude and personally shot down four of them, while his four-plane division accounted for a total of twelve planes shot down. During this action his plane was hit and severely damaged by enemy anti-aircraft fire and it was only through his great skill that he was able to fly his plane back to his base carrier, where he made a successful landing. His unusual qualities of leadership, his great courage and his perseverance contributed greatly to the success of this engagement and were at all times in keeping with the highest traditions of the United States Naval Service.
