The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Corporal Richard H. Morgan, United States Army, for extraordinary heroism on 16 April 1865, while serving with Company A, 4th Iowa Cavalry, in action at Columbus, Georgia, for capture of flag inside the enemy’s works, contesting for its possession with its bearer.
