    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Silver Star to Staff Sergeant Arthur R. Liebsch, Jr. (ASN: 20607665), United States Army, for conspicuous gallantry and intrepidity in action against the enemy while serving with Headquarters Company, 3d Battalion, 164th Infantry Regiment, 23d Infantry Division (Americal), in action at Bougainville, Solomon Islands, on 7 August 1944. During an intense fire fight, a member of Sergeant Liebsch’s squad was seriously wounded and lay helplessly in an exposed position twenty yards in front of our lines. Although two rescue attempts had been driven back by heavy machine gun and rifle fire, Staff Sergeant Liebsch crawled to the man’s aid. Four bullets ripped through his clothing, but he continued the mission until he had carried the man to safety. Staff Sergeant Liebsch’s gallantry and heroic disregard for his own safety saved the man’s life, and was an inspiration to his comrades. His gallant actions and selfless devotion to duty, without regard for his own safety, were in keeping with the highest traditions of military service and reflect great credit upon himself, his unit, and the United States Army.
