The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pride in presenting the Silver Star (Posthumously) to Private First Class Frederick Arthur Higgins (ASN: RA-19353835), United States Army, for conspicuous gallantry and intrepidity in action against the enemy while serving as a Medical Aidman with the 15th Anti-Aircraft Artillery (Automatic Weapons) Battalion (Self Propelled), 7th Infantry Division, in action at the Chosin Reservoir, North Korea, during the period from 28 November 1950 to 1 December 1950. During this period, the battery to which Private Higgins was attached was furnishing close support for field artillery and infantry units and during this time was under numerous enemy attacks which caused large numbers of casualties. Private Higgins, without regard for his awn safety, went through intense enemy fire on many occasions to render first aid to wounded men even though he was suffering from two broken ribs. He also repeatedly risked his life to assist wounded men to proceed from their positions to the aid station. His coolness under fire, his heroic self-exposure to almost certain death or disability, and his unselfish assistance to others despite his awn injury were a source of great inspiration to all personnel in the vicinity. Private Higgins’ display of gallantry on this occasion, without regard for his own life, was in keeping with the highest traditions of military service and reflects great credit upon himself, his unit, and the United States Army.
