The President of the United States of America takes pleasure in presenting the Legion of Merit to Rear Admiral Oscar Charles Badger (NSN: 0-7626), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Assistant Chief of Naval Operations for Logistics Plans and Director, Logistic Plans Division, during the period from December 1942 to January 1944. Exercising brilliant organizing and planning skill and outstanding executive ability, Rear Admiral Badger rendered invaluable assistance to the Commander in Chief, United States Fleet and Chief of Naval Operations in connection with the logistic support of our naval effort in all theaters of war. His clear understanding of logistic problems, and his diplomatic and forceful leadership, throughout this extremely critical period contributed materially to the progressive success of the war effort.

The President of the United States of America takes pleasure in presenting a Third Gold Star in lieu of a Fourth Award of the Legion of Merit with Combat “V” to Rear Admiral Oscar Charles Badger (NSN: 0-7626), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander Task Force THIRTY-ONE, attached to the THIRD FLEET, which occupied the Yokosuka area in Tokyo Bay on 30 August 1945. The intensive planning and organization which began on 12 August 1945 was carefully and skillfully accomplished and the many intricate and unprecedented problems were successfully solved. The unusual nature of this operation, and the short time in which to prepare for it required maximum effort and decisive action. Rear Admiral Badger displayed excellent judgment, initiative and outstanding leadership in preparing for and executing the task of occupying and demilitarizing Yokosuka Naval Base, Naval Air Station, and adjacent territory. His display of tact, professional skill and conduct throughout were in keeping with the highest traditions of the United States Naval Service. The President of the United States of America takes pleasure in presenting a Second Gold Star in lieu of a Third Award of the Legion of Merit with Combat “V” to Rear Admiral Oscar Charles Badger (NSN: 0-7626), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States in action against the enemy as Commander of a Task Unit of the THIRD Fleet which attacked the Coast of Japan on the 15th and again on the night of 17 July 1945. The forces under his command bombarded the Coast of Hokkaido at Muroran and the Eastern Coast of Honshu inflicting heavy damage to Japanese industrial targets. The actions were carefully planned and brilliantly executed, without a single casualty to our ships. His initiative, perseverance and outstanding ability were at all times in keeping with the highest traditions of the United States Naval Service. The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Rear Admiral Oscar Charles Badger (NSN: 0-7626), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving as Commander Service Squadrons, South Pacific Force from 10 February to 23 September 1944. During this period, Rear Admiral Badger displayed exceptional ability and exercised sound judgment in handling the many problems of logistics and fleet service in the area. His constant attention to the maintenance of our surface forces and the servicing of advanced naval bases contributed materially to the success of our offensive operations against the enemy in the Solomon Islands and Bismarck Archipelago areas, and to the support of our fleet in successful operations in the Marianas and Palau Islands campaigns. His initiative, forceful leadership, and organizational skill were in keeping with the highest traditions of the United States Naval Service.
