The President of the United States of America takes pleasure in presenting a Third Gold Star in lieu of a Fourth Award of the Legion of Merit with Combat “V” to Rear Admiral Oscar Charles Badger (NSN: 0-7626), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander Task Force THIRTY-ONE, attached to the THIRD FLEET, which occupied the Yokosuka area in Tokyo Bay on 30 August 1945. The intensive planning and organization which began on 12 August 1945 was carefully and skillfully accomplished and the many intricate and unprecedented problems were successfully solved. The unusual nature of this operation, and the short time in which to prepare for it required maximum effort and decisive action. Rear Admiral Badger displayed excellent judgment, initiative and outstanding leadership in preparing for and executing the task of occupying and demilitarizing Yokosuka Naval Base, Naval Air Station, and adjacent territory. His display of tact, professional skill and conduct throughout were in keeping with the highest traditions of the United States Naval Service.
