Andrew Evans graduated from the U.S. Military Academy at West Point, Class of 1941. During World War II he flew 129 combat missions and became an ACE credited with destroying EIGHT enemy aircraft, including one mission in which he shot down FOUR enemy aircraft in a single outing. He was shot down during the Korean War and was held as a Prisoner of War. He retired in 1973 as a U.S. Air Force Major General.

By his keen analysis of the many problems involved, Colonel Evans was highly instrumental in the orderly transition to an operational status of the New York Air Defense Sector by the programmed date of 1 July 1958. Under his leadership, effective operating procedures were developed which greatly facilitated the task of SAGE Sectors entering the air defense system. The outstanding leadership, judgment and selfless devotion to duty displayed by Colonel Evans reflect great credit upon himself and the United States Air Force.

    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Distinguished Flying Cross to Colonel Andrew Julius Evans, Jr. (AFSN: FR-4072/0-23882), United States Air Force, for extraordinary achievement while participating in aerial flight as a Pilot, 49th Fighter-Bomber Wing, FIFTH Air Force, on 14 February 1953. On that date, Colonel Evans was pre-briefed to perform armed reconnaissance along the heavily defended enemy main supply routes from Pyongyang to Sinan-ju, North Korea. Colonel Evans planned his mission to perfectly coordinate with the night missions of other aircraft in the area in order to cause the enemy maximum harassment and delay, and, flying under instrument conditions most of the way, arrived over the target area at exactly the pre-briefed time. Reconnoitering over the strongest flak and searchlight concentrations in North Korea, Colonel Evans chose the largest vehicle concentration, although it was within range of the Sinan-ju guns, and initiated an attack. Courageously bearing in to a dangerously low altitude, he released his two five-hundred-pound bombs singly. After pulling up and breaking hard to escape the hail of automatic weapons and small arms fire that was directed at him, he saw that he had caused two secondary explosions and a large fire. Through his keen flying skill, superb marksmanship and outstanding devotion to duty, Colonel Evans reflected the highest credit upon himself and the military service. great credit upon himself, the Far East Air Forces, and the United States Air Force.

    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Colonel Andrew Julius Evans, Jr. (AFSN: FR-4072/0-23882), United States Air Force, for gallantry in action against an armed enemy as Group Leader of sixteen F-84 type aircraft of the 49th Fighter-Bomber Group, FIFTH Air Force, on 14 March 1953. On that date, Colonel Evans led an attack against heavily defended rail-bridges in northernmost North Korea. Leading the group directly to the target, Colonel Evans set-up his bomb pattern and proceeded to dive onto the target, positively marking it for the others in the group. Pulling out of the bomb run, Colonel Evans skillfully avoided the intense anti-aircraft fire, and proceeded south of the now totally destroyed rail-bridge to further harass the enemy. Sighting numerous boxcars and several vehicles, Colonel Evans called for a strafing attack. This attack continued under his competent direction until fuel consumption necessitated a quick return to the base. During this highly successful mission, the entire rail-bridge was destroyed, sixty-seven boxcars were damaged, one vehicle was destroyed, and four vehicles were damaged. Through his keen leadership and flying ability and exemplary devotion to duty, Colonel Evans was instrumental in seriously hampering the enemy’s activity in that area, and reflected great credit upon himself, the FAR EAST Air Forces, and the United States Air Force.
