Under the provisions of Department of Defense 1348.33-M, the Secretary of Defense of the United States of America takes pleasure in presenting the Defense Superior Service Medal to Colonel Ronald J. Webb, United States Air Force, for exceptionally superior service as Aviation Intelligence Operations Officer, International Aviation, Federal Aviation Administration, from July 1978 through September 1982. Colonel Webb was personally responsible for developing procedures used in the clearance operations and air traffic control of Communist civil and military aircraft operating in United States airspace. His forceful leadership of the intelligence and aviation communities concerned synchronized their efforts to limit and control intelligence gathering activities of Soviet-bloc flight movements in the United States. Colonel Webb provided expertise to the Federal Aviation Administration concerning military air operations and aviation, and represented the military in negotiations involving diplomatic and intelligence operations. The distinctive accomplishments of Colonel Webb reflect great credit upon himself, the United States Air Force, and the Department of Defense.
