The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in Lieu of a Second Award of the Airman’s Medal to Staff Sergeant John F. Tobey (AFSN: 12673963), United States Air Force, for heroism involving voluntary risk of life near Taegu, Korea on 16 August 1968. On that date, Sergeant Tobey, with complete disregard for his own safety, repeatedly left his rescue helicopter in efforts to evacuate flood endangered Korean citizens. He materially assisted in the rescue of more than seventy people, including ten that he carried to safety on his back, one at a time, through thirty yards of a rapidly moving flood swollen river. By his courageous action and humanitarian regard for his fellow man, Sergeant Tobey has reflected great credit upon himself and the United States Air Force.
