Using radar navigation and bombing techniques, Captain Shattuck braved withering hostile defensive fire and treacherous mountains alone to penetrate to this stronghold of hostile military might and deliver his ordnance with devastating effect. On that date, Captain Shattuck was a member of a flight assigned to destroy the heavily defended Hanoi petroleum products storage facility. Despite encountering defensive fire of intensity unparalleled in this conflict, Captain Shattuck fearlessly pressed his attack, placing his ordnance precisely on his assigned target. The resulting fireball contributed to the ensuing firestorm that totally destroyed the complex, crippling Hanoi’s petroleum fed industries and transportation system. The outstanding heroism and selfless devotion to duty displayed by Captain Shattuck reflect great credit upon himself and the United States Air Force.

In an atmosphere of enemy harassment and brutal treatment, he continued to establish and maintain communications through unusual and ingenious methods, which resulted in American and Allied prisoners presenting a posture of increased resistance to the enemy’s wishes, and, at the same time, improving prisoner morale. By his heroic endeavors and devotion to duty under adverse conditions of his environment, he reflected great credit upon himself and upheld the highest traditions of the United States Air Force.

The North Vietnamese and interrogators and guards kept constant pressure on this officer through harassment, intimidation, and cruelties from which they hoped to gain information and cooperative participation in their propaganda exercises. This individual heroically resisted their treatment in a manner which served as an inspiration to others in the camp and reflected great credit upon himself and the United States Air Force.

On that date, Captain Shattuck was leading a flight of four fighter-bombers launched as part of a coordinated interdiction effort against North Vietnam’s arterial northeast rail line to Communist China. Navigating unerringly in mountainous terrain beneath a broken cloud deck, Captain Shattuck encountered intense anti-aircraft fire as he neared his pull-up point. Despite this fire and heavy radar controlled anti-aircraft fire that tracked him throughout his delivery maneuver, Captain Shattuck fearlessly pressed his attack, achieving major damage to his target. The outstanding heroism and selfless devotion to duty displayed by Captain Shattuck reflect great credit upon himself and the United States Air Force.
