The President of the United States of America, authorized by Act of Congress, July 8, 1918 (amended by act of July 25, 1963), takes pleasure in presenting the Silver Star to Specialist Fourth Class Carlos G. Ramos (ASN: US-56715567), United States Army, for gallantry in action while engaged in military operations involving conflict with an armed hostile force in the Republic of Vietnam. Specialist Fourth Class Ramos distinguished himself by exceptionally valorous action on 11 December 1968, while serving as a Squad Leader with Company C, 1st Battalion (Airborne), 12th Cavalry Regiment, 1st Cavalry Division, during a search and clear mission near Song Be, Republic of Vietnam. When his unit became heavily engaged with a large enemy force, Specialist Ramos exposed himself to the intense hostile fire as he moved forward to relieve a machine gun which was out of ammunition. Upon spotting an enemy soldier attempting to flee from a bunker, Specialist Ramos immediately engaged and killed the insurgent. Disregarding his own safety, Specialist Ramos then placed a large volume of fire on the enemy emplacements. His gallant action is in keeping with the highest traditions of the military service, and reflects great credit upon himself, his unit, and the United States Army.
