The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Legion of Merit to Colonel Thomas Elmer Norris (AFSN: FR-77071), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Comptroller, Air Force Military Training Center, Lackland Air Force Base, Texas, from 27 March 1986 to 30 June 1987. During this period, the outstanding professional skill, leadership, and ceaseless efforts of Colonel Norris resulted in major contributions to the effectiveness and success of the Air Force Military Training Center. As the senior financial manager of 30,000 people, he directed the annual financial planning and distribution of 75 million dollars for the Air Force Military Training Center and 33 tenant organizations. Colonel Norris’ leadership was directly responsible for the highly efficient management of critical Air Force resources, people, and funds. The singularly distinctive accomplishments of Colonel Norris culminate a distinguished career in the service of his country and reflect great credit upon himself and the United States Air Force.
