    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Third Bronze Oak Leaf Cluster in lieu of a Fourth Award of the Distinguished Flying Cross to Captain Wallace Grant Newcomb (AFSN: FV-3130931), United States Air Force, for extraordinary achievement while participating in aerial flight as an F-105 pilot with the 13th Tactical Fighter Squadron, Korat Royal Thai Air Force Base, Thailand, in action over North Vietnam on 29 July 1967. On that date, Captain Newcomb attacked and heavily damaged the Dong Thon Railroad Siding located ten miles northwest of Hanoi. Even though an SA-2 missile was fired at Captain Newcomb from the Hanoi area, he elected to deliver his ordnance on target rather than take evasive maneuvers. Rolling stock and support buildings were destroyed in the attack denying a vital support link between Hanoi and the MiG base at Phuc Yen. The professional competence, aerial skill, and devotion to duty displayed by Captain Newcomb reflect great credit upon himself and the United States Air Force.
