The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Captain Richard Farrier Meyer, Jr., United States Air Force, for gallantry in connection with military operations against an opposing armed force in action as an F-100 Pilot, on 27 June 1967. On that date, Captain Meyer was the leader of a flight of three F-100s diverted from their pre-planned target to answer a request for immediate close air support by a United States Army Special Forces unit under heavy attack on three sides by an estimated four companies of North Vietnamese Army. The area of contact was situated among sharply rising mountainous terrain, much of which was obscured by a low ragged overcast, and visibility was severely restricted by rain showers, fog, and low scud clouds. Despite the extremely hazardous weather conditions and intense hostile ground fire from over 15 automatic weapons positions including trolley-mounted .50 caliber machine guns, Captain Meyer, with complete disregard for his own personal safety, accomplished repeated, accurate, low-level ordnance deliveries in defense of the beleaguered friendly forces. His outstanding courage, professional ability, and aggressive determination saved the Army Special Forces unit from almost certain annihilation.
