The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Air Force Distinguished Service Medal to Brigadier General James Downs Latham (AFSN: 710409), United States Air Force, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States. General Latham distinguished himself as Assistant Deputy Under Secretary of the Air Force, International Affairs, Office of the Secretary of the Air Force, the Pentagon, Washington, District of Columbia, from 1 December 1995 to 31 July 1997. In this most important position, General Latham provided outstanding leadership to the United States Air Force in the development and implementation of security assistance policy and programs. He directly supported United States government objectives by strengthening cooperative ties around the world through supervision of a one hundred five billion dollar security assistance program, establishing technology release policy, and by building foundations for future coalitions. Through his efforts more countries will share a greater part of regional defense through interoperability with the United States Air Force. Moreover, he provided key counsel and advice to the highest offices of the United States Air Force, Office of the Secretary of Defense, and the Department of States. The singularly distinctive accomplishments of General Latham culminate a distinguished career in the service of his country and reflect the highest credit upon himself and the United States Air Force.
