The President of the United States of America, authorized by Act of Congress, July 8, 1918 (amended by act of July 25, 1963), takes pride in presenting the Silver Star (Posthumously) to Specialist Fourth Class Owen C. Kelley (ASN: US-56584080), United States Army, for gallantry in action. Specialist Fourth Class Kelley distinguished himself by exceptionally valorous action on 18 October 1967, while serving as a rifleman with Company B, 1st Battalion (Airborne), 8th Cavalry Regiment, 1st Cavalry Division, during a combat mission near Bong Son, Republic of Vietnam. When his unit came under intense hostile fire and his platoon sustained several casualties, Specialist Kelley, disregarding his own safety, moved forward through the heavy enemy fire to assist his wounded comrade. He then carried the wounded soldier to a secure location. Observing another wounded comrade lying in an exposed area, Specialist Kelley attempted to pull him from the dangerous position. At this time, Specialist Kelley was mortally wounded. His gallant action was in keeping with the highest traditions of the military service, and reflects great credit upon himself, his unit, and the United States Army.
