The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pride in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Air Force Distinguished Service Medal (Posthumously) to Major General Winfield Scott Harpe (AFSN: FR-62522), United States Air Force, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States. General Harpe distinguished himself as Commander, SIXTEENTH Air Force, United States Air Forces in Europe, Torrejon Air Base, Spain, from 2 July 1987 to 5 December 1988. In this important assignment, General Harpe’s dynamic leadership and dedicated efforts have eased the difficult transition of key tactical units from Spain to relocation in other areas. His sensitivity to the relationship between the United States and its European Allies promoted democracy and has been a key ingredient to the formation of strategic defense plans. The singularly distinctive accomplishments of General Harpe in the dedication of his service to his country reflect the highest credit upon himself and the United States Air Force.
