The President of the United States of America, authorized by Act of Congress, July 8, 1918 (amended by act of July 25, 1963), takes pleasure in presenting the Silver Star to First Lieutenant Richard N. Goddard, United States Air Force, for gallantry in connection with military operations against an opposing armed force while serving as Pilot of an F-100 aircraft of the 309th Tactical Fighter Squadron, Tuy Hoa Air Base, Vietnam, in action in Southeast Asia on 9 February 1969. On that date, Lieutenant Goddard attacked numerous high caliber anti-aircraft positions that were protecting hostile forces’ infiltration and supply routes. Flying through heavy flak and intense automatic weapons fire, Lieutenant Goddard disregarded his own personal safety and repeatedly attacked the position until three anti-aircraft sites had been silenced and an unknown number of supporting facilities destroyed. By his gallantry and devotion to duty, Lieutenant Goddard has reflected great credit upon himself and the United States Air Force.
