The Secretary of Defense of the United States of America takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Defense Distinguished Service Medal to General Ronald Robert Fogleman, United States Air Force, for exceptionally distinguished service as Commander in Chief, United States Transportation Command, Scott Air Force Base, Illinois, from August 1992 to October 1994. General Fogleman provided direction, guidance, and support to more than 150 joint deployment exercises including strategic and commercial lift for deployment, sustainment, and redeployment of forces worldwide. He improved the worldwide airlift channel system through an extensive bottom-up review of the entire process. This massive review led to improvements that will result in a $315 million annual savings to the Defense Transportation System. Assessing the rapidly changing strategic environment and its impact upon the Department of Defense, General Fogleman conceptualized the Defense Transportation System of the future which will support National Security and warfighting strategies well into the next century. He implemented quality as a way of life within the United States Transportation Command enabling a rapid and smooth expansion of the command’s mission and responsibilities. The distinctive accomplishments of General Fogleman reflect great credit upon himself, the United States Air Force, and the Department of Defense.

General Fogleman’s insight, dedication and forceful leadership forged significant improvements in combined forces capabilities supporting the Korean armistice. He directed key military readiness initiatives which led to fundamental improvement in North-South dialogue, a precursor to national reunification. He played a critical role in reducing United States military force presence, transitioning military leading roles from American to Korean and reassessing the necessity for United States bases and units.     The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Captain Ronald Robert Fogleman, United States Air Force, for gallantry in connection with military operations against an opposing armed force as Pilot of an F-100 Fighter Plane of the 510th Tactical Fighter Squadron, Bien Hoa Air Base, South Vietnam, in action over Southeast Asia, on 13 March 1969. On that date, as an F-100F Forward Air Controller, while conducting attacks against a major infiltration route, Captain Fogleman repeatedly flew through intense barrages of hostile flak to pinpoint targets for attacking fighters. His aggressiveness and courage in the face of marginal weather, mountainous terrain, darkness, and intense hostile fire were instrumental in the successful destruction of hostile anti-aircraft artillery sites. By his gallantry and devotion to duty, Captain Fogleman has reflected great credit upon himself and the United States Air Force.
