The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Air Force Distinguished Service Medal to Major General Ronald Robert Fogleman, United States Air Force, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States. General Fogleman distinguished himself as Deputy Director and Director, Directorate of Programs and Evaluation, Deputy Chief of Staff, Programs and Resources, Headquarters United States Air Force, the Pentagon, Washington, District of Columbia, from 22 March 1986 to 27 June 1990. During this period, General Fogleman’s outstanding achievements and his dynamic leadership, initiative and outstanding knowledge of the Planning, Programming and Budgeting System resulted in the development of the 100 billion dollars per year Air Force program and the strengthening of the national defense of this country. By expertly guiding the Air Force’s careful evaluation of its investments in the areas of research and development, procurement, operations and maintenance, military construction and personnel, he successfully recognized problems, found inconsistencies and offered solutions that efficiently matched programs against available resources while maintaining an effective warfighting capability. The singularly distinctive accomplishments of General Fogleman reflect the highest credit upon himself and the United States Air Force.

General Fogleman distinguished himself as Chief of Staff, United States Air Force, the Pentagon, Washington, District of Columbia, from 25 October 1994 to 31 August 1997. In this critical position, General Fogleman’s exceptional leadership and charismatic statesmanship promoted national policy objectives and strengthened the world’s most respected air and space force. As one of the nation’s foremost military leaders, he constantly reaffirmed the vital role air and space power plays in our nation’s security. In fulfilling this role, the Air Force delivered spectacular results throughout General Fogleman’s tenure whether conducting humanitarian mission in Africa, peacekeeping operations in the former Yugoslavia, or enforcing United Nations sanctions in Iraq. In his statesman role, General Fogleman hosted the first Global Air chief’s Conference which brought together air chiefs from 87 nations. During this historic event, the air chiefs from around the world discussed the role of air and space forces in shaping a more stable and peaceful world. Beyond his roles as leader and statesman, General Fogleman is also a visionary. To ensure the Air Force meets the nation’s future security needs, he personally guided an intensive 18-month effort to develop a comprehensive vision for the Air Force and a long-range plan to realize the vision. This new vision and the long-range plan will transform the United States Air Force from the world’s most respected air and space force today, to the premier space and air forces of the 21st Century. The singularly distinctive accomplishments of General Fogleman culminate a long and distinguished career in the service of his country and reflect the highest credit upon himself and the United States Air Force.
