The Secretary of Defense of the United States of America takes pleasure in presenting the Defense Distinguished Service Medal to Lieutenant General Ronald Robert Fogleman, United States Air Force, for exceptionally distinguished service ad Deputy Commander in Chief, United Nations Command; as Deputy Commander, United States Forces Korea; as Commander, SEVENTH Air Force; as Commander, United States Air Forces Korea, and as Commander, Air Component Command, Headquarters, United States Forces, Korea, from July 1990 to August 1992. General Fogleman’s insight, dedication and forceful leadership forged significant improvements in combined forces capabilities supporting the Korean armistice. He directed key military readiness initiatives which led to fundamental improvement in North-South dialogue, a precursor to national reunification. He played a critical role in reducing United States military force presence, transitioning military leading roles from American to Korean and reassessing the necessity for United States bases and units. Basing military strategy improvements upon the operational art of war, he instituted significant air campaign changes at the strategic, operational and tactical levels. The distinctive accomplishments of General Fogleman reflect great credit upon himself, the United States Air Force, and the Department of Defense.
