On that date, despite marginal visibility and withering hostile ground fire, Colonel Davis delivered his ordnance with exceptional precision. General Davis distinguished himself as Deputy Chief of Staff for Operations and Intelligence, Allied Forces Central Europe, and as Senior United States Representative in that command, from 28 February 1971 to 10 July 1972. In these important assignments, the forceful leadership and outstanding and dedicated efforts of General Davis were a most significant contribution to the overall coordination and effectiveness of Allied air power doctrine and planning for Allied Command Europe, and to the successful operation of that vital Allied Forces Central Europe Headquarters. On 13 October 1944, Lieutenant Davis led a wing formation on a bombing mission against vital strategic enemy installation in *******. Heavy and accurate enemy anti-aircraft fire encountered near the target caused severe damage to his aircraft, rendering two engines inoperative and severely wounding Lieutenant Davis. Despite intense pain, shock and loss of blood, displaying outstanding courage and fortitude, Lieutenant Davis determinedly remained in the lead of his formation. With outstanding skill and leadership, he brought his entire wing formation through for a successful bombing run, to inflict grave damage to vital enemy installations and supplies. Forced to bail out over enemy occupied territory on the return to base, his courage and leadership was a source of inspiration to the remainder of his crew. By his conspicuous courage, leadership and intense devotion to duty, as evidenced throughout his combat career, Lieutenant Davis has reflected great credit upon himself and the Armed Forces of the United States of America.
