The President of the United States of America, authorized by Act of Congress, July 8, 1918 (amended by act of July 25, 1963), takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to Colonel Woodard Extron Davis, Jr. (AFSN: 0-747991), United States Air Force, for gallantry in connection with military operations against an opposing armed force as an F-4C Aircraft Commander and Commander of the 12th Tactical Fighter Wing, Cam Ranh Bay Air Base, Vietnam, in action near Hue, Republic of Vietnam, on 1 February 1968. On that date, despite marginal visibility and withering hostile ground fire, Colonel Davis delivered his ordnance with exceptional precision. His outstanding courage and professional performance facing hostile fire is credited with the saving of many friendly lives. By his gallantry and devotion to duty, Colonel Davis has reflected great credit upon himself and the United States Air Force.
