The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Air Force Distinguished Service Medal to Major General Woodard Extron Davis, Jr. (ASN: 0-747991), United States Air Force, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States. General Davis distinguished himself as Deputy Chief of Staff for Operations and Intelligence, Allied Forces Central Europe, and as Senior United States Representative in that command, from 28 February 1971 to 10 July 1972. In these important assignments, the forceful leadership and outstanding and dedicated efforts of General Davis were a most significant contribution to the overall coordination and effectiveness of Allied air power doctrine and planning for Allied Command Europe, and to the successful operation of that vital Allied Forces Central Europe Headquarters. His outstanding accomplishments resulted in significant improvements in the capability and strengthening of Allied Command Europe. The singularly distinctive accomplishments of General Davis reflect the highest credit upon himself and the United States Air Force.
