The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Air Force Distinguished Service Medal to Brigadier General William Morrison Constantine (AFSN: 0-57864), United States Air Force, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States. General Constantine distinguished himself as Commander, 40th Air Division, Strategic Air Command, Wurtsmith Air Force Base, Michigan, from 1 March 1982 to 9 January 1984. In this important assignment, General Constantine consistently demonstrated exemplary leadership, strong guidance and foresight, and superb management. His efforts insured the highest level of Emergency War Order effectiveness of each of the units under his command. His strong personal concern for the men and women of the 40th Air Division added significantly to their dedication and effectiveness. The singularly distinctive accomplishments of General Constantine reflect the highest credit upon himself and the United States Air Force.
