The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Fourth Bronze Oak Leaf Cluster in lieu of a Fifth Award of the Distinguished Flying Cross to Captain Joe Victor Carpenter (AFSN: FR-60538/AO-2208141), United States Air Force, for extraordinary achievement while participating in aerial flight as an F-4C Aircraft Commander in Southeast Asia on 26 October 1967. On that date, Captain Carpenter flew a combat mission directed against a military storage area and transshipment point. Despite adverse weather conditions and in the face of intense automatic weapons and small arms fire, Captain Carpenter repeatedly attacked the target. His superb flying and precise ordnance deliver accounted for the destruction of a petroleum-oil-lubricants storage area, an ammunition cache, and a military complex, while igniting several large explosions and secondary fires. The loss of this supply area significantly degraded North Vietnamese logistics capabilities near the Demilitarized Zone. The professional competence, aerial skill and devotion to duty displayed by Captain Carpenter reflect great credit upon himself and the United States Air Force.
