The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel Arthur William Burer (AFSN: AO-3087646), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander, 3750th Air Base Group, Sheppard Technical Training Center, Sheppard Air Force Base, Texas, from 21 February 1982 to 31 August 1983. During this period, Colonel Burer’s superior leadership and managerial competence molded the efforts of a multitude of base activities into a dynamic program which fulfilled not only the Air Force training support requirements but also those of the European-North Atlantic Treaty Organization Joint Jet Pilot Training Program. His personal involvement and dedication to duty directly benefited the United States Air Force and the Headquarters Air Training Command by providing cost-effective support in a major center for technical and flying training. The singularly distinctive accomplishments of Colonel Burer culminate a long and distinguished career in the service of his country and reflect great credit upon himself and the United States Air Force.
