The President of the United States of America, authorized by Act of Congress, July 8, 1918 (amended by act of July 25, 1963), takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Silver Star to First Lieutenant Richard E. Brown, III, United States Air Force, for gallantry in connection with military operations against an opposing armed force as Pilot of an A-1 Skyraider of the 1st Special Operations Squadron, Nakhon Royal Thai Air Force Base, Thailand, in action in Southeast Asia on 11 July 1972. On that date, Lieutenant Brown flew as the on-scene commander of a highly hazardous and complex search and rescue mission attempting to recover the crew of a downed American aircraft located near the intensely hostile city of Quang Tri, South Vietnam. Although his slow moving A-1 Skyraider was the target of a Surface-to-Air Missile and concentrated fire from multiple anti-aircraft artillery positions, Lieutenant Brown, with complete disregard for personal safety, used his aircraft to draw fire away from the rescue helicopters while he directed them to the successful recovery of the downed airmen. By his gallantry and devotion to duty, Lieutenant Brown has reflected great credit upon himself and the United States Air Force.
