Under the provisions of Department of Defense 1348.33-M, the Secretary of Defense of the United States of America takes pleasure in presenting the Defense Superior Service Medal to Major General John Lorin Borling, United States Air Force, for exceptionally superior service as the Senior Special Assistant to the Chief of Staff, and as Executive and Principal Staff Officer to the Chief of Staff, Supreme Headquarters Allied Powers Europe, from August 1984 to June 1986. His keen insight, enthusiasm, drive, dedication, and extensive knowledge of issues affecting United States and Allied forces enabled him to make important contributions to the North Atlantic Treaty Organization alliance. He was the leader on a highly classified and alliance-wide air defense improvements project. It included problem identification, solution costing, and consensus building, resulting in a $500 million program being adopted by the North Atlantic Treaty Organization nations. He directed all Supreme Headquarters Allied Powers Europe staff actions for the Supreme Allied Commander and the Chief of Staff. The distinctive accomplishments of General Borling reflect great credit upon himself, the United States Air Force, and the Department of Defense.
