The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross to First Lieutenant Gary Dean Bebber (AFSN: FV-3178799), United States Air Force, for extraordinary achievement while participating in aerial flight as an RF-4C Navigator over North Vietnam on 18 December 1967. On that date, despite intense and accurate ground fire, Lieutenant Bebber’s skill and persistence were paramount in obtaining the assigned military objective in the presence of hostile fire. To successfully accomplish the tasked objective, he was subjected to continuous hostile anti-aircraft, missile and MiG threat through the most heavily defended area yet encountered in aerial combat. The professional competence, aerial skill and devotion to duty displayed by Lieutenant Bebber reflect great credit upon himself and the United States Air Force.

On that date, Lieutenant Bebber displayed outstanding aerial competence and courageous professionalism in the aggressive pursuance and acquisition of the assigned targets. The tenacity of Lieutenant Bebber to attain the objective against formidable defenses is in accord with the highest military standards. By his gallantry and devotion to duty, Lieutenant Bebber has reflected great credit upon himself and the United States Air Force.
