The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Third Bronze Oak Leaf Cluster in lieu of a Fourth Award of the Distinguished Flying Cross to Major Elmo Clinnard Baker (AFSN: 0-3026432), United States Air Force, for extraordinary achievement while participating in aerial flight as an F-105 Pilot near Kep Airfield, North Vietnam, on 10 August 1967. On that date, Major Baker led a flight of four F-105 Thunderchiefs through thunderstorms to the Kep Railroad Yards, at which point they met with intense 37/57/85 millimeter anti-aircraft barrages. Disregarding the heavy defenses, Major Baker led his flight into the attack, calmly assigned specific aiming points to his wingmen to insure maximum destruction of the rail yard and rolling stock, and delivered his own bombs with such accuracy that he destroyed eight boxcars, and safely egressed through the anti-aircraft fire, culminating a highly successful and expertly executed mission. The professional competence, aerial skill, and devotion to duty displayed by Major Baker reflect great credit upon himself and the United States Air Force.
