The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross to Major Elmo Clinnard Baker (AFSN: 0-3026432), United States Air Force, for extraordinary achievement while participating in aerial flight as an F-105 Pilot over North Vietnam on 5 July 1967. On that date, Major Baker encountered extremely heavy anti-aircraft fire as he attacked his assigned target disregarding the fact that three aircraft were hit and downed by the ground fire. Completely disregarding the heavy flak and possibility of being hit Major Baker continued his dive run and delivered his ordinance directly on the target. The professional competence, aerial skill, and devotion to duty displayed by Major Baker reflect great credit upon himself and the United States Air Force.
