The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Legion of Merit to Brigadier General James Samuel Allen (AFSN: FR-83366), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Military Assistant to the Secretary of the Air Force, Office of the Secretary of the Air Force, the Pentagon, Washington, District of Columbia, from 6 June 1986 to 27 January 1988. During this period, the forceful leadership, tireless effort, and outstanding dedication of General Allen were instrumental in furthering the effectiveness of Air Force relations with the Office of the President, members of Congress, and the Office of the Secretary of Defense. Employing considerable professionalism and talent, General Allen’s multifaceted knowledge of Air Force doctrine and weapons systems, sensitive insight on international politico-military affairs, and skillful management style were essential in assisting the Secretary of the Air Force structure the robust Air Force that will lead us into the 21st Century. The singularly distinctive accomplishments of General Allen and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Air Force.
