The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Captain Verlyne Wayne Daniels (NSN: 0-554745), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving as Head, Military Construction Branch of the Shore Activities Planning and Programming Division within the Office of the Chief of Naval Operations from February 1976 to October 1979. Through his superb leadership, innovative ideas, and long-range planning ability, Captain Daniels made lasting and substantial contributions to the Office of the Chief of Naval Operations and the Navy by taking the lead in programming the Navy’s Military Construction and thus enabling the Navy’s shore establishment to more effectively support the Navy’s operating forces. His unique presence of mine was particularly noteworthy due to the significant changes initiated by Congress which drastically compressed the time available to develop the program and prepare testimony. Despite this compression, Captain Daniels’ efforts resulted in increased quality in both the program development and the Congressional testimony. By his exceptional managerial ability, inspiring leadership, and complete devotion to duty, Captain Daniels reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.

    The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Commander Verlyne Wayne Daniels (NSN: 0-554745), United States Navy, for heroism and extraordinary achievement while participating in aerial flight on 17 September 1967 as Pilot of a jet aircraft, serving with Attack Squadron ONE HUNDRED FIFTY-FIVE (VA-155), embarked in U.S.S. CORAL SEA (CVA-43). As the northern element leader, Commander Daniels participated in a major air-wing assault against the formidable Haiphong Railroad/Highway Bridge, the only railroad access to the port facility of Haiphong which is the major transshipment point for all of North Vietnam. He demonstrated courageous leadership, meticulous planning and outstanding airmanship in leading his strike group through a highly hazardous anti-aircraft artillery, surface-to-air missile, enemy aircraft environment. Disregarding the accurate tracking fire of the enemy artillery which continually endangered his strike group, Commander Daniels skillfully maintained flight order and, with remarkable precision, placed his group at the preplanned point of attack. After executing a devastating bombing attack which resulted in major damage to the bridge and its approaches, he then led his strike group in a retirement from the target, successfully avoiding fierce enemy opposition, and reaching a safe area without loss or damage to aircraft. Commander Daniels’ extraordinary leadership and professional competence resulted in a crippling blow to the enemy’s war effort and contributed significantly to United States objectives in Southeast Asia. His actions were in keeping with the highest traditions of the United States Naval Service.

Through his ceaseless efforts, in an atmosphere of enemy harassment, threat of torture and brutal treatment, he established and maintained intracamp communications. At great risk and in spite of further cruelty, he continued to devise many unusual and ingenious methods of communications, resulting in American and Allied prisoners resisting the enemy’s demands and at the same time improving the prisoners’ morale. By his heroic endeavors, exceptional skill, and devotion to duty, he reflected great credit upon himself and upheld the highest traditions of the Naval Service and the United States Armed Forces. Captain Daniels’ captors, completely ignoring international agreements, subjected him to extreme mental and physical cruelties in an attempt to obtain military information and false confessions for propaganda purposes. Through his resistance to those brutalities, he contributed significantly toward the eventual abandonment of harsh treatment by the North Vietnamese, which was attracting international attention. By his determination, courage, resourcefulness, and devotion, Captain Daniels reflected great credit upon himself and upheld the highest traditions of the Naval Service and the United States Armed Forces.

    The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Captain Verlyne Wayne Daniels (NSN: 0-554745), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while interned as a Prisoner of War in North Vietnam from October 1967 to March 1973. Under the most adverse of conditions, he resisted all attempts by the North Vietnamese to use him in causes detrimental to the United States, never wavering in his devotion and loyalty to the United States. In an outstanding and tireless fashion he served as an educator to provide diversion and constructive rehabilitative thinking to his fellow prisoners during their long internment. Despite harsh treatment and a lack of material aids, he devoted long hours toward improving their morale and well-being. His extraordinary skill, resourcefulness, and dedication to duty throughout his lengthy confinement reflected great credit upon himself and were in keeping with the highest traditions of the United States Naval Service and the United States Armed Forces.
