The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Colonel (Infantry) Matthew Stanley Quay, United States Army, for extraordinary heroism on 13 December 1862, while serving with 134th Pennsylvania Infantry, in action at Fredericksburg, Virginia. Although out of service, Colonel Quay voluntarily resumed duty on the eve of battle and took a conspicuous part in the charge on the heights.
