The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Air Force Distinguished Service Medal to Major General Sanford Kenneth Moats (ASN: 0-698996), United States Army Air Forces, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States. General Moats distinguished himself as Chief, Joint United States Military Group-Military Assistance Advisory Group Spain, from 15 September 1970 to 1 November 1972. During this period, General Moats was most instrumental in the successful and effective implementation of the 1970 Agreement of Friendship and Cooperation between the Governments of Spain and the United States, which provides the United States with vital military bases and training areas in this strategic area. By his devotion to duty, General Moats rendered valuable and distinguished service to the Government of the United States. General Moats contributed greatly to the strengthening of bonds of mutual understanding and respect between the representatives of the military establishments of Spain and the United States. He maintained excellent rapport at all levels with officials of the Government of Spain. The singularly distinctive accomplishments of General Moats reflect the highest credit upon himself and the United States Air Force.
