The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Lieutenant George Leclercq, Army of France, for extraordinary heroism in connection with military operations against an armed enemy while serving with the Jedburgh Team, Office of Strategic Services, in action against enemy forces in enemy-occupied France, from 17 July 1944 to 9 September 1944. Lieutenant Leclercq was parachuted into France to direct activities of resistance forces around Brest. Working in the midst of the enemy, his team contacted the underground, arranged for the reception of arms, sent reports to London on German plans to block the Brest Channel, planned and ordered the cutting of the water supply for Brest, and formulated plans for the use of the resistance forces in the final assault on the city. After the arrival of the allied forces, he translated and transmitted French intelligence reports, coordinated and reorganized resistance forces, and participated in front line activities in the battle for Le Conquet. Lieutenant Leclercq’s outstanding accomplishments, personal bravery and zealous devotion to duty exemplify the highest traditions of the Armed Forces of the Allied Nations.
