    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Captain (Infantry) William P. Todd (ASN: 0-326678), United States Army, for extraordinary heroism in connection with military operations against an armed enemy while serving as Commanding Officer of Company B, 1st Battalion, 34th Infantry Regiment, 24th Infantry Division, in action against enemy forces at Olongapo, Luzon, Philippine Islands, on 5 February 1945. During the battle for Zig Zag Pass, an Infantry Battalion was charged with seizing a strong position on a hill fortified with pill boxes and lined with deep caves connected by tunnels and communication trenches. The pill boxes were supported by interlocking bands of fire and manned by a fanatical foe determined to fight to the end. Captain Todd commanded the assault company, whose attack was soon halted by intense enemy fire. Among the resulting casualties were his company officers and many of his key noncommissioned officers. Though seriously wounded, he refused to wait for medical aid. Seizing his automatic rifle, he advanced to the head of his troops, giving the signal for a renewed attack. Stirred to action by his courageous leadership, his men closed with the enemy in hand-to-hand combat, completely annihilated them and occupied the hill. Captain Todd’s determined and heroic action was a major factor in the subsequent collapse of opposition defenses, and enable his regiment to complete its mission in the Olongapo sector. His outstanding leadership, personal bravery and zealous devotion to duty exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself and the United States Army.
