The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Major (Infantry), [then Captain] Joseph Taylor Samuels (ASN: 0-408428), United States Army, for extraordinary heroism in connection with military operations against an armed enemy while Commanding an Infantry Company of the 22d Infantry Regiment, 4th Infantry Division, in action against enemy forces in France, on 12 June 1944. On that date, heavy and sustained artillery, machine gun and small arms fire forced Major Samuels’ company to halt its advance. The right flank platoon bore the brunt of the shelling and became confused and completely disorganized with the loss of its leader. In an endeavor to move his men forward to avoid heavy casualties, Major Samuels, displaying great personal bravery and conspicuous leadership, moved among his men urging them on and inspiring them with his courage and confidence. Advancing to the foremost elements, he moved ahead of his troops and fearlessly led them in a bayonet and hand grenade charge against the enemy and secured the position. The unswerving devotion to duty, determination and valor displayed by Major Samuels exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself, the 4th Infantry Division, and the United States Army.
