The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Lieutenant Colonel (Infantry) Tobias Raphael Philbin, Jr. (ASN: 0-389385), United States Army, for extraordinary heroism in connection with military operations against an armed enemy while serving with Headquarters, 1st Battalion, 379th Infantry Regiment, 95th Infantry Division, in action against enemy forces on 16 and 19 November. Colonel Philbin repeatedly distinguished himself by his audacious determination. On 16 November 1944, during action near Gravelotte, France, he entered an enemy-occupied building alone, killed five of the enemy and captured the remaining five, thus clearing the way for an advance on Fort Jussy. On 19 November 1944, Colonel Philbin again distinguished himself by boldly leading a small party into Rozerieulles, France, where they blew up the enemy ammunition dump supplying Fort Jeanne D’Arc. Colonel Philbin’s conspicuous heroism, many times displayed, and his courage, determination, and loyal devotion to duty exemplify the highest traditions of the military service and reflect great credit upon himself, the 95th Infantry Division, and the United States Army.
