    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Staff Sergeant Wiley J. Ingram (ASN: 14042480), United States Army, for extraordinary heroism in connection with military operations against an armed enemy while serving with Company A, 4th Engineer Combat Battalion, 4th Infantry Division, in action against enemy forces in Luxembourg, on 18 January 1945. On that date, Sergeant Ingram’s engineer platoon was assigned the mission of ferrying assault infantrymen across the Suro River near Moestroff, Luxembourg. When the platoon leader became a casualty, Sergeant Ingram assumed command. Intense enemy fire had damaged the boats and forced the assaulting personnel to cover, but the Sergeant hastily improvised crossing rafts. Then, standing fully exposed he coolly organized a shuttle system, ferrying men and supplies to the far shore, evacuating wounded on the return trip. Machine gun fire was directed against him, rocket and mortar shells burst so close that he was hidden from view but he held his post, encouraging and inspiring the men by his bold, fearless example. His heroic action assured the success of the Mission. Staff Sergeant Ingram’s determination, personal bravery and zealous devotion to duty exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself and the United States Army.
