    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Third Bronze Oak Leaf Cluster in lieu of a Fourth Award of the Distinguished Flying Cross to Major Leo Keith Thorsness, United States Air Force, for extraordinary achievement while participating in aerial flight as an F-105F Pilot near Vinh, North Vietnam on 13 January 1967. On that date, Major Thorsness was the Pilot of the lead aircraft of four F-105’s. -While performing the mission of searching out and destroying hostile radar-controlled gun and surface-to-air missile defenses, Major Thorsness discovered and was subsequently responsible for the destruction of a large convoy of loaded trucks and numerous heavily loaded river barges carrying military supplies. Despite unfavorable weather conditions and heavy anti-aircraft defenses in the area, Major Thorsness remained in the target area and acted as a Forward Air Controller, successfully directing several strike flights against these lucrative targets. He left the area twice to refuel, only to return to continue directing the attacks. His accurate assessment of the situation and positive aggressive actions were directly responsible for the outstanding accomplishment of the mission. The professional competence, aerial skill, and devotion to duty displayed by Major Thorsness reflect great credit upon himself and the United States Air Force.

    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross with Combat “V” to Major Leo Keith Thorsness, United States Air Force, for heroism while participating in aerial flight as an F-105F Pilot in Southeast Asia on 2 December 1966. On that date, Major Thorsness led a flight of four F-105 aircraft on a combat support mission in one of the most heavily defended areas in Southeast Asia. Despite marginal weather, intense, accurately directed hostile ground fire, and surface-to-air missiles, Major Thorsness with undaunted determination, indomitable courage, and professional skill made devastating attacks against surface-to-air missile sites in the primary target area. Disregarding his personal safety, Major Thorsness remained in the area for several minutes and exposed himself repeatedly to the hostile gun laying and surface-to-air missile guidance radars in order to call out warning on the hostile activity thereby permitting the F-105 fighter-bombers that he was supporting to enter and depart the target area fully aware of the enemy threat. The outstanding heroism and selfless devotion to duty displayed by Major Thorsness reflect great credit upon himself and the United States Air Force.

On that date, Major Thorsness aggressively engaged numerous surface-to-air missile sites in support of a special friendly forces “MiG Sweep” mission. In spite of bad weather and poor visibility, heavy anti-aircraft fire, and hostile aircraft activity, Major Thorsness was so effective in his SAM suppression mission that not one missile was fired at any of the friendly interceptor aircraft. His efforts directly contributed to the overall mission results of seven MIG 21’s destroyed with no friendly losses. The professional competence, aerial skill, and devotion to duty displayed by Major Thorsness reflect great credit upon himself and the United States Air Force.

    The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Major Leo Keith Thorsness, United States Air Force, for conspicuous gallantry and intrepidity in action at the risk of his life above and beyond the call of duty while serving with the 357th Tactical Fighter Squadron, 355th Tactical Fighter Wing,, in action over North Vietnam on 19 April 1967. As pilot of an F- 105 aircraft, Lieutenant Colonel Thorsness was on a surface-to-air missile suppression mission over North Vietnam. Lieutenant Colonel Thorsness and his wingman attacked and silenced a surface-to-air missile site with air-to-ground missiles, and then destroyed a second surface-to-air missile site with bombs. In the attack on the second missile site, Lieutenant Colonel Thorsness’ wingman was shot down by intensive anti-aircraft fire, and the two crewmembers abandoned their aircraft. Lieutenant Colonel Thorsness circled the descending parachutes to keep the crewmembers in sight and relay their position to the Search and Rescue Center. During this maneuver, a MIG-17 was sighted in the area. Lieutenant Colonel Thorsness immediately initiated an attack and destroyed the MIG. Because his aircraft was low on fuel, he was forced to depart the area in search of a tanker. Upon being advised that two helicopters were orbiting over the downed crew’s position and that there were hostile MlGs in the area posing a serious threat to the helicopters, Lieutenant Colonel Thorsness, despite his low fuel condition, decided to return alone through a hostile environment of surface-to-air missile and anti-aircraft defenses to the downed crew’s position. As he approached the area, he spotted four MIG-17 aircraft and immediately initiated an attack on the MlGs, damaging one and driving the others away from the rescue scene. When it became apparent that an aircraft in the area was critically low on fuel and the crew would have to abandon the aircraft unless they could reach a tanker, Lieutenant Colonel Thorsness, although critically short on fuel himself, helped to avert further possible loss of life and a friendly aircraft by recovering at a forward operating base, thus allowing the aircraft in emergency fuel condition to refuel safely. Lieutenant Colonel Thorsness’ extraordinary heroism, self-sacrifice, and personal bravery involving conspicuous risk of life were in the highest traditions of the military service, and have reflected great credit upon himself and the United States Air Force.

Ignoring international agreements on treatment of prisoners of war, the enemy resorted to mental and physical cruelties to obtain information, confessions, and propaganda materials. The North Vietnamese and interrogators and guards kept constant pressure on this officer through harassment, intimidation, and cruelties from which they hoped to gain information and cooperative participation in their propaganda exercises. This individual heroically resisted their treatment in a manner which served as an inspiration to others in the camp and reflected great credit upon himself and the United States Air Force.
