The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Commander William Kilian Romoser (NSN: 0-60197/1100), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer of the U.S.S. RADFORD (DD-446) in action against enemy Japanese forces in the Solomon Islands from 19 January to 6 March 1943. In this period of intense activity, Commander Romoser skillfully directed the operations of his ship in continuous anti-submarine patrols, numerous bombardments of enemy shore positions, and participation in hazardous landing missions, covering the approach, landing and retirement of the barges. While on a night patrol, his ship attacked a hostile submarine and, despite extremely inclement weather, succeeded in inflicting probable severe damage on the vessel. On three occasions the ship, under the capable supervision of Commander Romoser, was instrumental in destroying attacking enemy planes, and during the second bombardment of Munda, New Georgia Island, effectively silenced a hostile shore battery within one minute after opening fire upon it. By his superb professional ability Commander Romoser brought his ship through this series of fierce engagements without damage.
