    The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Captain Walter Hain Kreamer, United States Navy, for exceptionally meritorious conduct in the performance of outstanding service while serving in the National Security Agency during the period August 1966 to August 1968. Exercising outstanding professional skill and managerial capability, Captain Kreamer has contributed materially and directly to the success of the national intelligence effort. He has brought to his assignments a high degree of executive ability, and an unexcelled appreciation of the national Cryptologic structure and the roles and relationships of the member agencies of the intelligence community. His untiring leadership in the face of serious obstacles, and his enlightened application of his communications-electronics expertise have resulted in the development of more responsive and better integrated communications systems to serve national interests. Captain Kreamer has responded to all pertinent problems involving the logistics support of Cryptologic operations in a prompt, authoritative, and outstanding manner. His distinguished and dedicated service reflects great credit upon himself, the National Security Agency, and the United States Naval Service.

    The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant Commander Walter Hain Kreamer, United States Naval Reserve, for extraordinary heroism and distinguished service in the line of his profession as Communications Officer on board the Aircraft Carrier U.S.S. FRANKLIN (CV-13), which was striking the Japanese home islands in the vicinity of Kobe, Japan, on 19 March 1945. When the FRANKLIN was struck by enemy bombs which caused tremendous fires and explosions among a large number of fully armed and fueled planes both on the flight deck and in the hangar, Lieutenant Commander Kreamer established an emergency radio receiver and transmitter on the flight deck when communications were completely disrupted. With great courage, he personally operated the radio equipment and continued to transmit and receive vital messages while exposed to flying fragments of exploding bombs and rockets and enemy strafing. The conduct of Lieutenant Commander Kreamer throughout this action reflects great credit upon himself, and was in keeping with the highest traditions of the United States Naval Service.
