The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant Charles Harris Hutchins, United States Naval Reserve, for extraordinary heroism and distinguished service in the line of his profession as Commanding Officer of the Destroyer U.S.S. BORIE (DD-215), when that vessel attacked and sank an enemy submarine in the waters of the Caribbean Sea on the morning of 1 November 1943. His conduct throughout was in keeping with the highest traditions of the Navy of the United States.
