The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant (SC) Carl Franklin Faires, Jr., United States Navy, for extraordinary heroism and distinguished service in the line of his profession while serving with the Supply Corps, SIXTEENTH Naval District, in the Philippine Islands during the period 10 December 1941 to 11 March 1942. During the repeated and sustained bombing and strafing attacks on the Philippines beginning on 10 December 1941, Lieutenant Faires rendered valiant service during the gallant stand by our forces against a prolonged siege by the Japanese. The conduct of Lieutenant Faires throughout this action reflects great credit upon himself, and was in keeping with the highest traditions of the United States Naval Service.
