The President of the United States of America takes pleasure in presenting the Navy Cross to Commander Harmon Tischer Utter (NSN: 0-71344), United States Navy, for extraordinary heroism in operations against the enemy while serving as Pilot of a carrier-based Navy Combat Plane and Commanding Officer of Air Group EIGHTY-THREE (AG-83), attached to the U.S.S. ESSEX (CV-9), in action on 7 April 1945, while deployed over the East China Sea. As Air Coordinator and Strike Commander of the flights of planes launched from carriers of our task force for the attack, Commander Utter displayed aggressive and cool leadership. Despite the hazards of intense and accurate anti-aircraft fire from the enemy fleet and the poor weather conditions encountered, he courageously and skillfully coordinated the attack which led to the sinking of a Japanese battleship, a cruiser, and four destroyers. His determination and inspired leadership materially contributed to the success of the operation and the damage inflicted upon the enemy. His skill and courage were at all times in keeping with the highest traditions of the United States Naval Service.
