The President of the United States of America takes pleasure in presenting a Third Gold Star in lieu of a Fourth Award of the Legion of Merit to Rear Admiral Frederick Burdett Warder, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commandant, EIGHTH Naval District, from January 1960 to June 1962. Exercising marked professional skill, organizational ability, tact, and resourcefulness, Rear Admiral Warder succeeded in solving a host of varied and complex problems involving military and civilian policies, thereby enhancing the prestige of the Navy. A dynamic and forceful leader, he expertly welded the various elements of his command into a highly integrated and cohesive unit, which made possible the smooth functioning that provided the most efficient service to the Fleet.
