The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant Commander Arthur Howard Taylor (NSN: 0-61557), United States Navy, for extraordinary heroism and distinguished service in the line of his profession as Commanding Officer of the U.S.S. HADDOCK (SS-231), during the FIRST War Patrol of that vessel in enemy controlled waters of the East China Sea during the period 28 July 1942 to 19 September 1942. Lieutenant Commander Taylor pressed home all attacks in such a skillful and resolute manner that three large enemy merchant ships totaling 24,301 tons were sunk. In spite of enemy counter efforts he brought his ship through without damage and his crew home without loss or injury. His courage and skill were in keeping with the highest traditions of the United States Naval Service.
