The President of the United States of America takes pleasure in presenting the Navy Cross to Captain [then Commander] Edwin Robinson Swinburne (NSN: 0-59659), United States Navy, for extraordinary heroism and distinguished service in the line of his profession as Commander of a Coordinated Attack Group of Submarines operating off the Luzon Straits and South China Sea, during the period from 4 August 1944 to 3 October 1944. Through many intelligent contributions, excellent judgment, and efficient coordination and supervision of his attack group, the submarines under his command sank ten enemy ships, which included a 22,500 tons auxiliary aircraft carrier, for a total of 90,850 tons, and damaged an additional ship of 5,000 tons. In addition, his group effected the rescue of thirty-two British and Australian prisoners of war who were survivors of a torpedoed enemy transport. Much of the credit for these submarines’ aggressive and successful attacks, in spite of severe enemy countermeasures, was due to his knowledge of submarine warfare and skillful handling of his attack group. His conduct was at all times in keeping with the highest traditions of the Naval Service.
