The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to First Sergeant Joseph Bell Kemp, United States Army, for extraordinary heroism on 6 May 1864, while serving with Company D, 5th Michigan Infantry, in action during the Wilderness Campaign, Virginia, for capture of flag of 31st North Carolina (Confederate States of America) in a personal encounter.
